2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 5: Public Facilities <br /> <br />5-10 <br />• Consider sidewalks or trailways where indicated in the City’s Comprehensive <br />Sidewalk/Trailway Plan. <br />• Apply the most cost-effective stormwater management practices to comply with Rice <br />Creek Watershed District Rules. This generally means raingardens or infiltration swales. <br />• Group mailboxes in accordance with Municipal Code. Significant flexibility to <br />accommodate individual property owners needs remains. <br /> <br />A map of the SUIP, including a proposed project schedule is included in Appendix A of the <br />LSWMP. Additional information regarding the SUIP can be found on the City’s website. <br />The City’s SUIP will have a significant impact on surface water management in Mounds View as all <br />of these will be permitted by the Rice Creek Watershed District. Per RCWD rules, runoff volume <br />management Best Management Practices must be incorporated into the City’s street reconstruction <br />projects. <br />Stormwater Infiltration Program <br />To address the RCWD volume control requirements for future SUIPs, the City desired to develop a <br />program that would approach volume control for all future projects in a uniform and cost effective <br />manner. In August 2008, the City Council adopted a resolution (Resolution #7319) establishing the <br />Stormwater Infiltration Program (SIP), a program structured to provide a uniform and cost effective <br />process to addressing RCWD volume control requirements. Per the City Council’s resolution <br />establishing the SIP, the main components of the SIP include the following: <br />• The City Responsibility for Standard Surface Infiltration Features <br />• The Responsibility of Owners of Property adjacent to Standard Surface Infiltration <br />Features <br />• The opportunity for Owners of Property adjacent to Standard Surface Infiltration <br />Features to perform Optional Improvements to the infiltration swale <br />• The City Responsibilities and Rights regarding Optional Improvements within <br />Infiltration Features <br /> <br />Surface Water Management Regulatory Responsibility <br />The City is entirely within the boundaries of the Rice Creek Watershed District and will coordinate <br />plan review activities with the District. Mounds View will review submitted projects for compliance <br />with the surface water management policies identified in the LSWMP and applicable City Code. <br />The City defers the enforcement of RCWD rules to the District, via the District’s existing permit <br />program, for public and private projects triggering a District permit in accordance with RCWD rules.
