2008 Mounds View Comprehensive Plan
________________________________________________________________________

Chapter 6: Transportation 6-7
Highways and Streets

There are 56.6 miles of streets in Mounds View that, for the most part, consist of a rectangular grid
street system. The major exception to this grid system is County Highway 10 that cuts through the
city on a diagonal from the northwest to the southeast. This layout creates many angled intersections
on County Highway 10. The City is not anticipating any major street expansion projects in the future,
although some street extensions may occur due to subdivisions and development of existing large lots.
Some street and intersection reconfigurations and traffic calming installations also may occur to
manage traffic. Ramsey County and the City have obtained Federal funds for the reconstruction of
County Highway 10 and County Road H.

In 2007, the City approved a Street & Utility Improvement Program. This program includes
reconstructing nearly 26 miles of city streets during the years 2009 to 2018. As part of this program,
the City also will emphasize minimizing traffic levels in residential neighborhoods.

Jurisdiction

Roadways are categorized under the agency that is responsible for their maintenance. The State is
responsible for the Federal Interstate, US Trunk Highways (USTH), Minnesota Trunk Highways
(MNTH), and State Park Roads. The County is responsible for County State-Aid Highways (CSAH)
and County Roads (CR). Other roadways, including Municipal State-Aid Streets (MSAS) and
Municipal Roads, are the responsibility of the City. Table 19 shows the roadway system in Mounds
View according to its current jurisdiction. The mileage present for each jurisdictional type is current
as of September 2008.

Table 19: Mounds View Roadway Jurisdiction
Jurisdiction Category Miles Percentage
State US Trunk Highway 5.51 9.73 %
County County State-Aid Highway 7.76 13.71 %
County Road 3.68 6.50 %
Local Agency Municipal State-Aid Road 8.54 15.09 %
Municipal Road 31.11 54.97 %
Totals 56.60 100 %
Source: 2007 Annual Certification of Mileage

Figure 13 on page 6-8 shows the current jurisdiction of the roadways in Mounds View.
