2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 6: Transportation 6-7 <br />Highways and Streets <br /> <br />There are 56.6 miles of streets in Mounds View that, for the most part, consist of a rectangular grid <br />street system. The major exception to this grid system is County Highway 10 that cuts through the <br />city on a diagonal from the northwest to the southeast. This layout creates many angled intersections <br />on County Highway 10. The City is not anticipating any major street expansion projects in the future, <br />although some street extensions may occur due to subdivisions and development of existing large lots. <br />Some street and intersection reconfigurations and traffic calming installations also may occur to <br />manage traffic. Ramsey County and the City have obtained Federal funds for the reconstruction of <br />County Highway 10 and County Road H. <br /> <br />In 2007, the City approved a Street & Utility Improvement Program. This program includes <br />reconstructing nearly 26 miles of city streets during the years 2009 to 2018. As part of this program, <br />the City also will emphasize minimizing traffic levels in residential neighborhoods. <br /> <br />Jurisdiction <br /> <br />Roadways are categorized under the agency that is responsible for their maintenance. The State is <br />responsible for the Federal Interstate, US Trunk Highways (USTH), Minnesota Trunk Highways <br />(MNTH), and State Park Roads. The County is responsible for County State-Aid Highways (CSAH) <br />and County Roads (CR). Other roadways, including Municipal State-Aid Streets (MSAS) and <br />Municipal Roads, are the responsibility of the City. Table 19 shows the roadway system in Mounds <br />View according to its current jurisdiction. The City of <br />Mounds View is responsible for 39.65 miles of the streets, Ramsey County is responsible for 11.44 <br />miles and the State of Minnesota is responsible for 5.51 miles of roadways.
