Item No: 7b <br />Meeting Date: 1-26-09 <br />Type of Business: CB <br />Administrator Review: _____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br /> <br />From: Chief of Police, Mike Sommer <br /> <br />Item Title/Subject: Authorization to create an eligibility list to fill a police <br />officer position. <br /> <br />Date of Report: January, 26, 2009 <br /> <br />Background: <br /> <br />The Mounds View Police Civil service eligibility list for Police Officer has expired, and the police <br />department anticipates an opening in early April of 2009 due to a retirement of a current police <br />officer. The purpose of this staff report is to seek approval to create an active Civil Service <br />eligibility list for police officer and seek approval to hire a police officer to fill the opening when it <br />occurs. <br /> <br />The police officer position is an essential public safety position within the city, and having a <br />replacement officer in place, ready to hire, at the time of retirement of the current officer is critical <br />to maintaining uninterrupted continuity of policing services in the city. Delaying the replacement <br />of this patrol officer position will result in a reduction in of police service, and could result in <br />additional expenses in terms of overtime cost to backfill the vacancy. Some cost savings will be <br />realized with the hire of a new police officer who will probably start at step one, when compared to <br />the step five rate of the officer being replaced. The process of hiring a police officer is anticipated <br />to take about two months, so in order to have an eligibility list for hire at the time of retirement the <br />process will need to be started soon. <br /> <br />The Mounds View Police Civil Service Commission has approved the process for hiring a police <br />officer for the current opening. It begins with advertising to fill the positions. Minnesota rules, <br />6700.0700 set legal requirements for selection standards for peace officers, and The State of <br />Minnesota Peace Officer Standards and Training Board regulates the procedures for hiring a peace <br />officer. The required hiring process has several steps including: <br /> <br />1. Advertisement of positions <br />2. Police Civil Service Testing <br />3. Interviews of applicants <br />4. Scoring of written tests and interviews <br />5. Final selection of candidates <br />6. Psychological Examination of selected candidates <br />7. Test of physical strength and agility to measure job related skills
