<br />Item No: 07B <br />Meeting Date: March 9, 2009 <br />Type of Business: Council Business <br />City Administrator Review: _______ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Clerk-Administrator <br /> <br />Item Title/Subject: Consideration of Resolution 7418, a Resolution <br />Authorizing the Hire of Nicholas DeBar to the Position <br />of Public Works Director <br /> <br />Background: <br /> On April 4, 2008, Greg Lee, the former Public Works Director, resigned. Staff advertised for <br />this vacant position three times. The first time very few people applied, and those who were <br />interviewed were not considered a good fit for a variety of reasons. The second time, Staff <br />was able to come to a consensus on one candidate, but that candidate decided to withdraw <br />from consideration. The third time Staff received fifteen (15) applications, and of those, six <br />(6) were given interviews. <br /> <br />Discussion: <br /> Staff advertised the opening on the City’s website, the League of MN Cities website, and with <br />the StarTribune. The anticipated starting salary for the position was advertised at $75,961/yr <br />- $94,952/yr. Staff interviewed six candidate candidates. The interview panel consisted of <br />Jim Ericson, Jim Hess, Joe Rhein and I. After the interviews were concluded, the panel <br />narrowed it down to three candidates: Richard Profaizer, Thomas Prew, and Nicholas <br />DeBar. These three candidates were interviewed by the City Council at the March 2, 2009, <br />Work Session. It was the consensus of the City Council to recommend Nicholas DeBar to <br />the position of Public Works Director. <br /> <br />Reference checks and background checks are currently being completed by Staff. Mr. <br />DeBar’s condition of employment is receipt of a satisfactory criminal background check from <br />the Minnesota Department of Criminal Apprehension, and favorable reference checks. <br /> <br />Salary and Benefits: <br /> <br />The Public Works Director position is an exempt, non-union position. Staff is recommending <br />Step 3 of the City’s pay plan at $41.09/hour ($85,467.20/year) for Mr. DeBar, with an <br />increase to Step 4 of the salary range (currently $43.37/hour) after one year of employment, <br />and Step 5 (currently $45.65/hour), after two years of employment. Mr. DeBar has been <br />notified that all increases are subject to a satisfactory performance evaluation and City <br />Council consideration. <br /> <br />Starting Date: <br /> Mr. DeBar would begin employment on March 30, 2009. <br /> <br /> <br /> <br />
