Item No. 7D <br />Meeting Date: March 9, 2009 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7420 Authorizing the Preparation of a <br />Preliminary Feasibility Report and Consultant <br />Selection for Area C of the Street and Utility <br />Improvement Program <br />Background: <br />On October 13, 2003 the City Council adopted Resolution No. 6110 authorizing <br />the preparation of a Preliminary Feasibility Report and consultant selection for <br />the 2003 Street Improvement Project – Phase II. This project later became <br />known as the 2005 Street Improvement Project. <br />On March 14, 2005 the City Council held a Public Hearing on the Feasibility <br />Report for the 2005 Street Improvement Project. <br />On May 9, 2005 the City Council approved Resolution 6520 approving the <br />sufficiency of petition in opposition to the 2005 Street Improvement Project. With <br />this action, the 2005 Street Improvement Project was suspended. <br />On March 12, 2007 the City Council approved Resolution 7045 establishing the <br />Streets and Utilities Task Force. <br />On October 22, 2007 the City Council adopted Resolution 7176 establishing the <br />Street and Utility Improvement Program as recommended by the Task Force. <br />The Program includes nine Street and Utility Improvement Projects identified as <br />Areas A through I. <br />On February 11, 2008 the City Council approved Resolution 7223 creating the <br />Streets and Utilities Committee. The overall charge of the Committee is to ensure <br />the Street and Utility Improvement Program is implemented as adopted and to <br />advise and provide recommendations to the City Council on certain issues <br />pertaining to the Program.
