March 9, 2009 Item No. 7D <br />Page 6 <br />Conclusions: <br />From the information contained in this Staff Report it can be concluded that the <br />project development schedule for Area C of the Street and Utility Improvement <br />Program can be accelerated such that it can be combined with Area B, with the <br />combined project scheduled for construction in 2010. It can be further concluded <br />that there is an economic benefit to combining the projects for Areas B and C. <br />Resolution 7420 has been prepared to proceed with the next steps in the project <br />development for Area C. The resolution authorizes the preparation of the <br />feasibility report and selects the consultant for the project. <br />It should be noted that neither the adoption of Resolution 7420 nor the <br />preparation of the feasibility report for Area C commits the City to proceeding <br />with a combined project. If due to some unforeseen circumstance during project <br />development the City chooses to keep the projects for Areas B and C separate, it <br />still has the ability to do so. The commitment to a combined project would not be <br />made until the project is officially ordered, anticipated in June 2009. <br />Recommendation: <br />Based on the discussion in this report, Staff recommends that the City Council <br />adopt Resolution 7420 authorizing the preparation of a Preliminary Feasibility <br />Report for Area C of the Street and Utility Improvement Program and selecting <br />Bonestroo as the engineering consultant for the project. <br />Respectfully Submitted, <br />Joseph R.
