<br /> <br />Item Number: 07B <br />Meeting Date: March 23, 2009 <br />Type of Business: CB <br />Administrator Review: _____ <br /> <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Clerk-Administrator <br />Item Title/Subject: Second Reading of Ordinance 817, an Ordinance Amending Title <br />500 of the Mounds View City Code Pertaining to Therapeutic <br />Massage. <br /> <br />Background <br /> <br />Due to the license revocation of the Jian Kang Massage business on January 5, 2009, <br />Staff asked the City Attorney to review the City Code pertaining to therapeutic massage <br />therapy. Specifically, Staff asked the City Attorney to review the eligibility and <br />suspension/revocation requirements to ensure there are enough parameters in the code <br />for compliance. The City Attorney proposed some language changes in the Therapeutic <br />Massage Code, and these changes were discussed at the February 2, 2009, Work <br />Session, and at the first reading of this ordinance on February 23, 2009. <br /> <br />Discussion <br /> <br />Attached is Ordinance 817, drafted by the City Attorney, which revises sections of the <br />Code. Many of the revisions are minor, but the main revision pertains to persons ineligible <br />to hold this type of license. The new language would require the business owner to <br />continually be of good moral character. The old language would only require this when the <br />licensed was issued. The business owner would be required to continually be eligible for a <br />Therapeutic Massage License. <br /> <br />During the first reading of this ordinance on February 23, 2009, the City Council requested <br />the City Attorney to revise language to require that the applicant to prove to the City that <br />training has been completed at a recognized school of massage therapy. In addition to <br />this requirement, the applicant will now be required to have completed 400 hours of <br />massage training, and be eligible to work in the United States. Attached is the revised <br />Ordinance 817. The City Attorney will be present at this meeting to answer any questions <br />you may have about the changes. <br /> <br />Recommendation <br /> <br />Please review and adopt the Ordinance 817.
