<br />Item No. 8D <br />Meeting Date: March 23, 2009 <br />Type of Business: Consent <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Clerk-Administrator <br />Item Title/Subject: Resolution 7425 Approving and Authorizing the <br />Execution of an Agreement Rider with the Board of <br />Water Commissioners of the City of Saint Paul for Work <br />Associated with the County Road 10 Trailway Project: <br />Segments 1-5 <br /> <br />Background: <br /> <br />As part of the work activities associated with the County Road 10 Trailway Project: <br />Segments 1-5, the trail will be crossing easements belonging to the Saint Paul Regional <br />Water Services in which two large sixty inch (60”) water mains are located. This is just <br />north of the intersection of County Road 10 and County Road I. <br /> <br />Discussion: <br /> <br />As part of the permit requirements, the City must construct an eight-inch (8”) concrete <br />slab as part of the trailway surface where it intersects the easement containing these <br />large water mains. This is done as a strategy to protect these expensive structures from <br />damage. <br /> <br />To ensure that the City follows through on installation of these concrete slabs and all <br />work is performed in accordance with good engineering practices, the Saint Paul <br />Regional Water Services is requiring the execution of the attached “Fourteenth Rider to <br />Agreement.” This is a very simple, straightforward rider to the original agreement <br />executed in 1965. <br /> <br />Staff is requesting approval of this Fourteenth Rider to Agreement with the Board of <br />Water Commissioners of the City of Saint Paul and authorization to have the Mayor and <br />Clerk-Administrator execute the agreement contingent upon the approval of the City’s <br />legal counsel. <br /> <br />As a note, the City approved and authorized and execution of the Twelfth Rider to <br />Agreement via Resolution 6279 on June 14, 2004 and the thirteenth rider via Resolution <br />7086 on May 14, 2007 for similar activities associated with the 2003 Street <br />Improvement Project and the Trail Segments 9 & 10, respectively. <br /> <br />
