March 12, 2009 Page 2

During the VMN Task Force meeting in January it appeared unlikely the organization would stay united.
The NSC moved forward with a coalition of lodging properties to recommend creating a new convention
and visitor’s bureau for the four cities that had opted out in 2008. The Cities on the East Side of the
Mississippi River have met and determined it is in the best interest of the communities to support the
lodging properties requests to form a new convention and visitor’s bureau using the Mississippi River as
the geographical boundary. There has been some discussion and support from Task Force members to
allow those cities on the east side that have not opted out to opt out early allowing their agreements to end
effective December 31, 2009.

Recommendation:
Based on the information above, it may be time to restructure Visit Minneapolis North. The Executive
Committee of Visit Minneapolis North met March 12th and unanimously recommended the following
motion for approval by the Board:
Director _______ moves and Director ___________ seconds a motion allowing the cities of
Anoka, Fridley, Ham Lake and Mounds View to provide a letter or resolution to Visit
Minneapolis North by April 30, 2009, of their intent to opt out of their agreement with VMN;
and, If that letter is received by the above date, VMN would not enforce the terms of their
agreements to continue until December 31, 2010, but would end their agreement(s) with the
receipt of all lodging taxes collected through December 31. 2009.
