Item No. 7F <br />Meeting Date: April 13, 2009 <br />Type of Business: Council Business <br />Administrator Review: _____ City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Mike Sommer, Police Chief <br />Item Title/Subject: Resolution 7440 Approving the Purchase of a Police Squad <br />Car for 2009 <br />Date of Report: April 13, 2009 <br /> <br /> <br />NATURE OF REPORT: <br /> <br />The police department budgeted $58,000 for the replacement of two squad cars and <br />equipment set up for 2009. This budget was approved by the City Council. Elk River Ford <br />has been awarded the state bid for the 2009 Ford Crown Victoria Police Interceptor at a <br />cost of $21,722.36 each. This cost does not include necessary equipment and set up <br />expenses, which have been budgeted separately. Staff have checked on the price of <br />squad cars from dealers who have not been awarded the MN State bid, and no dealers <br />can match or beat the state bid pricing. The deadline for ordering squad cars on the state <br />bid is May 1st. <br /> <br />If two squad cars are purchased this will place the police department on about a five year <br />squad car replacement cycle, which is appropriate for the use of police squad cars in the <br />City of Mounds View. At the staff retreat a suggestion was made to purchase only one <br />squad car in 2009 to save money from the budget. While this will save money in the short <br />term it will result in an emergency vehicle being placed into a longer service life, which <br />may result in more repairs and more break downs. The police department utilizes the <br />Admin MN State Surplus Services auction to sell the old squad cars being phased out and <br />has received excellent service in the past from this business. <br /> <br />RECOMMENDATION: <br /> <br />In light of the councils recommendation to reduce police department spending staff <br />recommends purchasing one 2009 Ford Crown Victoria squad car on the State bid through <br />Elk River Ford at an estimated total cost of $21,722.36 excluding tax, registration, license, <br />and emergency equipment set up and approval to sell the old phased out squad car at the <br />State auction service. Purchasing one squad car instead of two will result in a reduction in <br />Police Department spending of approximately $27,722.36 (cost of squad car and set up.) <br /> <br /> <br />Respectfully submitted, <br /> _____________________ <br />Mike Sommer <br />Police Chief
