Item No: 7H <br />Meeting Date: April 13, 2009 <br />Type of Business: CB <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7437 Approving The Purchase Agreement <br />For Wetland Banking Credits For The County Road 10 <br />Trailway Project: Segments 1-5 And Authorizing <br />Payment <br />Background: <br />On January 9, 2006 the City Council approved Resolution 6716 authorizing the <br />preparation of a feasibility report for the County Road 10 Trailway Project: Segments <br />1-5, along the north side of County Road 10 from County Road H to Red Oak Drive. <br />On November 13, 2007 the City Council reviewed the Feasibility Report for the County <br />Road 10 Trailway Project: Segments 1-5 and held a Public Hearing on the project. The <br />City Council chose not to proceed with the project at that time for two primary reasons. <br />The first was the increased project cost relative to the estimated project cost included in <br />the City Capital Improvement Plan (CIP). The second reason was the reduction in TIF <br />funds available for the project. <br />On June 9, 2008 the City Council adopted Resolution 7279 approving the Feasibility <br />Report, ordering the project with reduced scope, authorizing the preparation of plans <br />and specifications, and authorizing easement activities for the County Road 10 Trailway <br />Project: Segments 1-5. <br />On November 24, 2008 the City Council adopted Resolution 7362 approving the plans <br />and authorizing the advertisement for bids for the County Road 10 Trailway Project: <br />Segments 1-5. <br />On December 17, 2008 the permit application documents for the County Road 10 <br />Trailway Project: Segments 1-5 were submitted to the Department of the Army Corps of <br />Engineers (COE) for wetland impacts. <br />On December 19, 2008 the permit application documents for the County Road 10 <br />Trailway Project: Segments 1-5 were submitted to the Rice Creek Watershed District <br />(RCWD) for wetland impacts. <br />On December 31, 2008 the COE provided written approval of the permit for the project, <br />subject to mitigation of the wetland impacts.
