Minnesota 55 1 13 Dear Mr. Tersteeg: We have reviewed the permit application of the City of Mounds View to construct a 1.3- mile long, 10-foot wide pedestrian trail along the north side of CSAH 10. The proposed project will result in a discharge of fill material into a total of 1,097 square feet of regulated wetlands - 1,071 square feet of fresh (wet) meadow and 26 square feet of shallow open water. The wetland impact areas are connected to Rice Creek, a tributary of the Mississippi River, a navigable water of the U.S. The project site is in Sections 6,7, and 8, T30N, R23W, Ramsey County, Minnesota. Department of the Army Regional General Permit-03-MN (RGP-03-MN) provides authorization under Section 404 of the Clean Water Act for certain categories of activities involving the discharge of dredged or fill material into waters of the U.S. We have determined that the described work is authorized by (RGP-03-MN), provided the attached Standard Conditions and the following special condition are followed: 1. Compensatory wetland mitigation for this project will be accomplished through the purchase of mitigation credits from Bank #I346 in Hennepin County, Minnesota. kpproximately 2,468 square feet of shallow open water &land credits will be debited from this bank. The permittee shall provide certification that the credits have been debited, within 60 days of the issuance date of this permit and prior to any authorized impacts to waters of the United States. This determination covers only the project as described above. If the design, location, or purpose of the project is changed, our office should be contacted to make sure the work would not result in a violation of Federal law. This General Permit is valid until August 2, 201 1, unless modified, reissued, or revoked. The time limit for completing the work described above ends on that day, OR two years from the date of this letter, whichever occurs later. It is the permittee's responsibility to remain informed of changes to the General Permit program. If this authorized work is not undertaken within the above time period, or the project specifications have changed, our office must be contacted to determine the need for further approval or re-verification.
