Minnesota 55 1 13 <br />Dear Mr. Tersteeg: <br />We have reviewed the permit application of the City of Mounds View to construct a 1.3- <br />mile long, 10-foot wide pedestrian trail along the north side of CSAH 10. The proposed project <br />will result in a discharge of fill material into a total of 1,097 square feet of regulated wetlands - <br />1,071 square feet of fresh (wet) meadow and 26 square feet of shallow open water. The wetland <br />impact areas are connected to Rice Creek, a tributary of the Mississippi River, a navigable water <br />of the U.S. The project site is in Sections 6,7, and 8, T30N, R23W, Ramsey County, Minnesota. <br />Department of the Army Regional General Permit-03-MN (RGP-03-MN) provides <br />authorization under Section 404 of the Clean Water Act for certain categories of activities <br />involving the discharge of dredged or fill material into waters of the U.S. We have determined <br />that the described work is authorized by (RGP-03-MN), provided the attached Standard <br />Conditions and the following special condition are followed: <br />1. Compensatory wetland mitigation for this project will be accomplished through the <br />purchase of mitigation credits from Bank #I346 in Hennepin County, Minnesota. <br />kpproximately 2,468 square feet of shallow open water &land credits will be debited from this <br />bank. The permittee shall provide certification that the credits have been debited, within 60 days <br />of the issuance date of this permit and prior to any authorized impacts to waters of the United <br />States. <br />This determination covers only the project as described above. If the design, location, or <br />purpose of the project is changed, our office should be contacted to make sure the work would <br />not result in a violation of Federal law. <br />This General Permit is valid until August 2, 201 1, unless modified, reissued, or revoked. <br />The time limit for completing the work described above ends on that day, OR two years from the <br />date of this letter, whichever occurs later. It is the permittee's responsibility to remain informed <br />of changes to the General Permit program. If this authorized work is not undertaken within the <br />above time period, or the project specifications have changed, our office must be contacted to <br />determine the need for further approval or re-verification.
