Item No: 7C <br />Meeting Date: 5-26-09 <br />Type of Business: CB <br />Administrator Review: _____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Chief of Police, Mike Sommer <br />Item Title/Subject: Authorization to Fill a Police Officer Position due to <br />the Retirement of a Police Officer. <br />Date of Report: May 26, 2009 <br /> <br />Background: <br /> <br />The Mounds View Police Civil Service Commission has a current eligibility list for Police <br />Officer. Officer Steve Gerringer has retired effective May 22, 2009. His retirement <br />created an opening for police officer on the police department. The purpose of this staff <br />report is to seek approval to hire a replacement police officer from the current eligibility <br />list to fill the vacancy created by the retirement. <br /> <br />The police officer position is an essential public safety position within the city, and hiring a <br />replacement as soon as practical is critical to maintaining uninterrupted continuity of <br />policing services in the city. Delaying the replacement of this patrol officer position will <br />result in a reduction of police service, and could result in additional expenses in terms of <br />overtime cost to backfill the vacancy. Some cost savings will be realized with the hire of <br />a new police officer who will probably start at step one, when compared to the step five <br />rate of the officer being replaced. <br /> <br />The Mounds View Police Civil Service Commission has approved a current eligibility list <br />for police officer. The process of hiring a police officer from the current list involves: <br /> <br />1. Applicants must submit to a thorough background investigation including searches <br />by local, state, and federal agencies. Applicants are checked to confirm they have <br />successfully completed all training and licensing examinations. <br />2. Psychological Examination of selected candidates <br />3. Medical examination by a licensed physician <br />4. Candidate fingerprints to be sent to the BCA and FBI for clearance. <br />5. Final appointment <br /> <br />Recommendation: <br /> <br />I recommend approval be granted to hire a replacement police officer position to fill the <br />opening created by the retirement. <br /> <br />Respectfully submitted, <br /> Mike Sommer, Chief of Police
