Mounds View City Council April 27, 2009 Regular Meeting Page 6 into the Plan. 1 2 Mayor Flaherty opened the public hearing at 8:13 p.m. 3 4 Hearing no public input, Mayor Flaherty closed the public hearing at 8:13 p.m. 5 6 Council Member Mueller read the last paragraph on Page 6-37 of the Plan detailing the Council’s 7 action on November 24, 2008, to adopt a Resolution opposing an expansion to the Anoka County 8 Blaine Airport runways. She thanked staff for adding that update in the Comprehensive Plan. 9 10 Mayor Flaherty referenced comments from the Rice Creek Watershed District for additions and 11 asked if item b, Policies, indicating City resources will be used to resolve transportation issues 12 should be included since the Council will be considering whether to continue participation in the I-13 35W Coalition. Clerk-Administrator Ericson stated it is appropriate to retain that comment since 14 the Council supports their action even if the Council decides to no longer participate with the I-15 35W Coalition. 16 17 MOTION/SECOND: Stigney/Mueller. To Waive the Reading and Adopt Resolution 7445 18 Approving the Updated Comprehensive Plan and Authorizing its submittal to the Metropolitan 19 Council; Planning Case No. SP-154-07. 20 21 Ayes – 4 Nays – 0 Motion carried. 22 23 C. Resolution 7446 Adopting a Budget Calendar for Preparation of the 2010 24 Budget. 25 26 Finance Director Beer stated the Charter requires the Council to establish a calendar for budget 27 preparation of the upcoming year. He presented the draft calendar, advising of dates scheduled 28 and topics to be addressed. 29 30 Mayor Flaherty opened the public hearing at 8:20 p.m. 31 32 Hearing no public input, Mayor Flaherty closed the public hearing at 8:20 p.m. 33 34 Mayor Flaherty commented on mandate legislation being considered, one regarding the Truth in 35 Taxation public hearing. He stated he thinks it is important to hold the hearing, even if the 36 mandate to do so is removed. Finance Director Beer explained for the past four years, Mounds 37 View has not met the criteria to hold a public hearing because the indexed percentage threshold 38 has not been exceeded. The City has held a TNT hearing, even though the City was not required 39 to and should continue because it gives the residents an opportunity to comment on the levy and 40 budget. 41 42 MOTION/SECOND: Mueller/Hull.
