She thanked staff for adding that update in the Comprehensive Plan. 9 <br /> 10 <br />Mayor Flaherty referenced comments from the Rice Creek Watershed District for additions and 11 <br />asked if item b, Policies, indicating City resources will be used to resolve transportation issues 12 <br />should be included since the Council will be considering whether to continue participation in the I-13 <br />35W Coalition. Clerk-Administrator Ericson stated it is appropriate to retain that comment since 14 <br />the Council supports their action even if the Council decides to no longer participate with the I-15 <br />35W Coalition. 16 <br /> 17 <br />MOTION/SECOND: Stigney/Mueller. To Waive the Reading and Adopt Resolution 7445 18 <br />Approving the Updated Comprehensive Plan and Authorizing its submittal to the Metropolitan 19 <br />Council; Planning Case No. SP-154-07. 20 <br /> 21 <br /> Ayes – 4 Nays – 0 Motion carried. 22 <br /> 23 <br />C. Resolution 7446 Adopting a Budget Calendar for Preparation of the 2010 24 <br />Budget. 25 <br /> 26 <br />Finance Director Beer stated the Charter requires the Council to establish a calendar for budget 27 <br />preparation of the upcoming year. He presented the draft calendar, advising of dates scheduled 28 <br />and topics to be addressed. 29 <br /> 30 <br />Mayor Flaherty opened the public hearing at 8:20 p.m. 31 <br /> 32 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 8:20 p.m. 33 <br /> 34 <br />Mayor Flaherty commented on mandate legislation being considered, one regarding the Truth in 35 <br />Taxation public hearing. He stated he thinks it is important to hold the hearing, even if the 36 <br />mandate to do so is removed. Finance Director Beer explained for the past four years, Mounds 37 <br />View has not met the criteria to hold a public hearing because the indexed percentage threshold 38 <br />has not been exceeded. The City has held a TNT hearing, even though the City was not required 39 <br />to and should continue because it gives the residents an opportunity to comment on the levy and 40 <br />budget. 41 <br /> 42 <br />MOTION/SECOND: Mueller/Hull.
