Mounds View City Council June 22, 2009 <br />Regular Meeting Page 8 <br /> <br />G. Resolution 7470, Approving a Step Increase for Police Officer Ben Knitter. 1 <br /> 2 <br />Assistant Clerk-Administrator Crane presented the recommendation of Deputy Chief Kinney for 3 <br />a step increase wage adjustment consistent with the LELS Labor Agreement for Officer Ben 4 <br />Knitter since he has satisfactorily performed in the capacity of his position. She read the 5 <br />Resolution 7470. 6 <br /> 7 <br />MOTION/SECOND: Mueller/Stigney. To Adopt Resolution 7470, Approving Step Longevity 8 <br />Adjustments. 9 <br /> 10 <br />Mayor Flaherty stated the Council’s appreciation for Officer Knitter and the entire Police 11 <br />Department. 12 <br /> 13 <br /> Ayes – 5 Nays – 0 Motion carried. 14 <br /> 15 <br />H. Second Reading and Adoption of Ordinance 822, an Ordinance Amending 16 <br />Chapter 202 of the Mounds View City Code by Adding Section 202.20 17 <br />Establishing a Process for the Collection of Costs Associated with Emergency 18 <br />Services, Unpaid Service Charges and Fees, and Unpaid Administrative 19 <br />Offense Penalties. 20 <br /> 21 <br />Clerk-Administrator Ericson explained that last year, the Charter Commission recommended 22 <br />approval of an amendment to the City Charter that added language to two sections related to 23 <br />administrative offense penalties. He presented Ordinance 822 that provided the mechanisms to 24 <br />charge those penalties, recommended adoption, and authorization to publish an ordinance 25 <br />summary. 26 <br /> 27 <br />Council Member Mueller noted it includes a method for the property owner to appeal the fine. 28 <br />She stated the Legislature passed administrative fines legistlation in May of 2009 and 29 <br />commended the Charter Commission, City Attorney, and staff for their work on this matter. 30 <br /> 31 <br />Mayor Flaherty added his appreciation for the proactive action that had been taken. 32 <br /> 33 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Second Reading and Adopt Ordinance 822, 34 <br />Amending Title 200, Chapter 202, of the Mounds View City Code by Adding Section 202.20 35 <br />Establishing a Process for the Collection of Costs Associated with Emergency Services, Unpaid 36 <br />Service Charges and Fees, and Unpaid Administrative Offense Penalties, and authorize to 37 <br />publish in ordinance summary. 38 <br /> 39 <br /> 40 <br />Council Member Stigney asked whether Subdivision 2, Charges for Emergency Services 41 <br />Collection, will raise the question of when a charge is made and delinquency notices. Attorney 42 <br />Riggs stated that section follows the language of the Statute and is at the discretion of the 43 <br />Council.
