Mounds View City Council June 22, 2009 <br />Regular Meeting Page 11 <br /> <br />indicates signage is subject to approval by the City Council. 1 <br /> 2 <br /> Ayes – 5 Nays – 0 Amendment motion carried. 3 <br /> 4 <br />Mayor Flaherty stated his concern that signage on a brick building leaves a silhouette so that area 5 <br />would not match the rest of the brick. Attorney Riggs stated the lease contains a clause the 6 <br />tenant must return the building to its original condition, ordinary wear and tear expected. He 7 <br />agreed the language should be specific if related to the signage. 8 <br /> 9 <br />AMENDMENT MOTION/SECOND: Gunn/Mueller. To amend the Resolution to add 10 <br />Condition 3. The tenant will pay for restoration of brickwork upon removal of signage. 11 <br /> 12 <br /> Ayes – 5 Nays – 0 Amendment motion carried. 13 <br /> 14 <br /> Ayes – 5 Nays – 0 Motion carried. 15 <br /> 16 <br />L. Resolution 7474, Authorizing a Ground Space Lease with TTM Operating 17 <br />Corporation. 18 <br /> 19 <br />Finance Director Beer reviewed staff’s past negotiations with TTM Operating Corporation about 20 <br />leasing ground space in the water tower and the agreement reached that TTM use the old 21 <br />Metricom cabinet that is unused but wired. This cabinet does not pose a security issue of locating 22 <br />in the water tower, and that TTM pay $2,000 for each additional connection as a one-time review 23 <br />fee. Now there are two additional carriers on the tower, Sprint and Verizon, and they have 24 <br />agreed to assist the City in leasing tower space to AT&T. It was noted that Mounds View rates 25 <br />would be at the top end of what is charged by other communities and that no other city has 26 <br />negotiated additional monthly charges for additional connections. 27 <br /> 28 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7474, 29 <br />Authorizing a Ground Space Lease with TTM Operating Corporation, pending legal review of 30 <br />the lease document. 31 <br /> 32 <br />Council Member Stigney complemented Finance Director Beer for this negotiation and positive 33 <br />result. 34 <br /> 35 <br /> Ayes – 5 Nays – 0 Motion carried. 36 <br /> 37 <br />M. Resolution 7472, Authorizing Installation of Fiber Optic Conduit. 38 <br /> 39 <br />Finance Director Beer presented staff’s recommendation to install fiber optic conduit from 40 <br />County Road H2 to the City Hall at a cost of $8,000 plus taxes and freight. This conduit could 41 <br />be used to extend fiber to Highway 10 businesses, schools, lift stations, wells, and parks. 42 <br />Finance Director Beer noted a budget amendment to the Cable Fund would be needed in the 43 <br />amount of $8,438. 44 <br /> 45
