Mrs. Senior Mounds View – Shirley Manson. 6 <br /> 7 <br />Mayor Flaherty acknowledged Mrs. Senior Mounds View, Shirley Manson, who will compete in 8 <br />the Ms. Senior Minnesota Pageant on September 16, 2009. He commented on Ms. Manson’s 9 <br />community contributions and activities, and wished her well at the State competition to be held 10 <br />in September. 11 <br /> 12 <br />7. COUNCIL BUSINESS 13 <br />A. 7:05 p.m. Public Hearing: Second Reading and Adoption of Ordinance 825, 14 <br />Implementing a Franchise Fee on Center Point Energy Natural Gas 15 <br />Operations within the City of Mounds View. 16 <br /> 17 <br />Finance Director Beer advised the consideration is for second reading of the ordinance and 18 <br />adoption by roll call vote. The ordinance would continue the agreement with Center Point 19 <br />Energy to collect a franchise fee in the amount of 3.79% of Center Point’s natural gas gross 20 <br />operating revenue for services in Mounds View during the year 2010. Staff recommends 21 <br />adoption and that a summary ordinance be published in the Sun Focus. 22 <br /> 23 <br />Mayor Flaherty opened the public hearing at 7:14 p.m. 24 <br /> 25 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:14 p.m. 26 <br /> 27 <br />MOTION/SECOND: Gunn/Mueller. To Waive Second Reading and Adopt Ordinance No. 825, 28 <br />Implementing a Franchise Fee on Center Point Energy Natural Gas Operations Within the City of 29 <br />Mounds View, and Publication by Summary Ordinance in the Sun Focus. 30 <br /> 31 <br />Council Member Hull stated his preference to lower the fee by one-quarter percent. 32 <br /> 33 <br />Mayor Flaherty stated when enacted in 1992, the City was in financial straights and this fee was 34 <br />to gather additional revenues. He stated that past meeting minutes indicate the fee was to sunset 35 <br />once the City had a firmer financial standing. However, that did not occur. He stated roughly 36 <br />60% comes from business and 40% from residents and his preference remains to lower the 37 <br />percentage. 38 <br /> 39 <br />Council Member Stigney pointed out that lowering this fee would place more burden on the 40 <br />taxpayer.
