<br />Item No: 7B <br />Meeting Date: Nov 23, 2009 <br />Type of Business: Action <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, Clerk - Administrator <br />Item Title/Subject: Resolution 7527 Approving a Joint Powers Agreement with the <br />City of Spring Lake Park Concerning the Operation and <br />Management of Lakeside Lions Park <br /> <br />Introduction: <br /> <br />The Cities of Mounds View and Spring Lake Park have been jointly operating Lakeside <br />Park (later renamed Lakeside Lions Park) since the 1980s. Originally owned and operated <br />by the Lakeside Park Commission, that entity dissolved in 1981 and in 1983 the cities <br />received Quit Claim Deeds that transferred ownership of the parkland to both cities, with <br />the stipulation that the land always be used for park and playground purposes. <br /> <br />Discussion: <br /> <br />While the joint management and oversight of the park has worked without any problems, <br />both cities desired to enter into an agreement that would outline each cities’ responsibilities. <br />The original draft of the agreement was prepared by Kennedy & Graven with a few <br />revisions made by Spring Lake Park. The agreement, as presented this evening, does not <br />change either city’s responsibilities—it simply serves to memorialize the arrangements <br />which have survived the test of time. The attached Agreement has been approved by the <br />Spring Lake Park City Council at their meeting on November 16, 2009. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of Resolution 7527, a resolution approving the Joint Powers <br />Agreement (JPA) with the City of Spring Lake Park concerning the operation and <br />management of Lakeside Lions Park. <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />Clerk - Administrator <br /> <br />
