<br />Item No: _8E <br />Meeting Date: December 14, 2009 <br />Type of Business: _CA____ <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Deputy Police Chief <br />Item Title/Subject: Resolution 7533, Authorization to Approve a Contract for <br />Animal Control Services with Brighton Veterinary Hospital <br /> <br /> <br /> <br />Background: <br /> <br />The police department has utilized the services of Brighton Veterinary Hospital at 2615 <br />Mississippi St in New Brighton for well over twenty years. The location of the hospital is <br />conveniently located south of the border of Mounds View in the city limits of New Brighton. <br />Brighton Veterinary Hospital provides boarding for stray and impounded animals and is set <br />up to provide twenty four hour access for members of the police department to deposit any <br />impounded animal. The release and fee payment is a service provided by the hospital. <br />There has not been any current existing contract for these services in place. <br /> <br />Discussion: <br /> <br />The police department provides animal control services for the city and is occasionally <br />called upon to pick up stray dogs. A need exists to house these impounded animals in a <br />secure and clean facility that can offer the proper veterinary care, if necessary. The <br />hospital will also handle the release and collection of all fees from owners who claim the <br />animal. Currently, no contract is in effect detailing the services offered by Brighton <br />Veterinary Hospital. In an effort to update their records, Brighton Veterinary Hospital <br />initiated the drafting of a contract between the City of Mounds View and the Vet Hospital. <br />The city has been very satisfied with the service offered by the staff members at Brighton <br />Vet. Research was conducted to locate any other potential facilities that may provide <br />similar services to accommodate the needs of the city. No other nearby veterinary facility <br />was able to offer the twenty four hour access to a veterinary facility to deposit stray and <br />deceased animals. Only one other facility was discovered that accepted and housed <br />animals from law enforcement agencies and it is located in Maplewood. The practicality of <br />transporting animals to a Maplewood location is not present as this would remove an <br />officer from the city for a lengthy period of time to transport an animal to Maplewood. <br /> <br />Brighton Veterinary will charge the city $300 per month less any fees collected from the <br />animal owner for the number of animals impounded and boarded at their facility. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
