Discussion: <br /> <br />The bid documents included the purchase of 1200 radio reading devises, software, <br />and reading equipment. <br /> <br /> <br />Bid Review - Bids for the Water Meter Reading System Replacement Program <br />were received at 10:00 a.m. on Wednesday, November 21, 2007, at City Hall. A <br />total of five (5) bids were received for this project. <br /> <br />Results of the bids are as follows: <br /> <br />Bidder’s Name Reading Device Base Bid <br /> <br />Hydro Metering Technologies Itron 60 Watt $ 86,888.79 <br /> <br />Minnesota Pipe and Equipment Itron 60 Watt $117,162.50 <br /> <br />Northern Waterworks Neptune R900 $126,076.60 <br /> <br />HD Supply Waterworks Current system $127,906.50 <br /> <br />Neptune Technologies Neptune R900 $145,136.23 <br /> <br />There were three different reading systems that the five bidders submitted bids for. <br />Hydro Metering Technologies and Minnesota Pipe and Equipment bids included <br />Itron 60 Watt radio devices, Northern Waterworks and Neptune Technologies <br />placed bids based on Neptune R900 radio devices, and HD Supply Waterworks <br />submitted their bid based on the City’s current reading system, Scensus 500 MXU <br />System. <br /> <br />The apparent low bidder was Hydro Metering Technologies. However upon review <br />of compliance with bid specifications, neither Hydro Metering Technologies, nor <br />Minnesota Pipe and Equipment meet the prescribed specifications. <br /> <br /> <br />Conformance to City published bid specifications. <br /> <br />Neptune R900 radio device <br /> <br />• Conforms to all City published bid specifications. <br /> <br />Itron 60 Watt radio device <br /> <br />• City bid specifications required a minimum of 5 years of field use in the <br />municipal market with accepted results.
