Mounds View City Council January 14, 2008 <br />Regular Meeting Page 2 <br /> <br />Mike Read of 2208 Lois Drive said that Council received calls about bonfires but he wonders 1 <br />about wood burners that are burning all over the City and he is wondering who he calls to 2 <br />complain about it. 3 <br /> 4 <br />Mayor Marty explained that someone was burning recently and it was not cut firewood and the 5 <br />police department was called and a citation was issued. 6 <br /> 7 <br />Mayor Marty recommended that Mr. Read call the police department and said that they would 8 <br />investigate the matter and issue a citation, if appropriately. 9 <br /> 10 <br />6. SPECIAL ORDER OF BUISNESS 11 <br /> 12 <br />None. 13 <br /> 14 <br />7. COUNCIL BUSINESS 15 <br /> 16 <br />A. Public Hearing to Consider Public Hearing to Consider Resolution 7201, a 17 <br />Conditional Use Permit request by T-Mobile for a 128 foot Wireless 18 <br />Communications Monopole to be located at Sysco, 2400 County Rd J 19 <br />Mayor Marty opened the public hearing at 7:28 p.m. 20 <br />Planner Heller provided a review of the request to construct a cell phone tower. The plan would 21 <br />be to lease a small portion of the Sysco property for this tower. Sysco is zoned industrial and 22 <br />they would be allowed up to a 150 foot tower and they are requesting a 128 foot tower. The 23 <br />Conditional Use Permit would remain in effect provided that no changes are made in approved 24 <br />operations. 25 <br />Planner Heller explained that Staff feels that this location is appropriate based on surrounding 26 <br />existing uses and compliance with the Comprehensive Plan. 27 <br />Planner Heller indicated that all zoning and code requirements are met with this request and they 28 <br />have already received licensing approval from the FCC. Staff received no feedback other than 29 <br />one call and once the request was explained the resident had no concern with the tower. 30 <br />Karen Asplund of 8464 Greenwood Drive said that she received notice and her home would be 31 <br />within 350 feet of the tower. She then said that she is not in favor of this tower as it just adds 32 <br />another eyesore to the already big eye sore of a billboard. She further said that she would be able 33 <br />to see this tower from her front window. 34 <br />Ms. Asplund indicated that she can see the entire billboard from her front window and the 35 <br />monopole would be no different. She then said that living up at the north end has been getting 36 <br />harder each year as the freeway noise has increased, traffic has increased with Medtronic, a huge 37 <br />billboard that is lit, and now a monopole. 38
