While a seal coat operation will not add structural strength to a road, it will increase the <br />friction of the surface through the application of the aggregate material. This results in increased safety, as <br />vehicle tires are able to grip the surface more readily for braking and maneuvering. <br />Prior to performing the seal coat, all crack sealing to be done must be completed on the existing bituminous <br />street surfaces. A clean, dust free surface is also vital to the success of a seal coat. <br />A seal coat is proposed for all streets in the 2008 Street Maintenance Project. Due to the specialized nature <br />of the work, it would be performed by a contractor as part of the construction contract. <br />PAVEMENT MARKINGS <br />There is only a minimal amount of existing pavement markings within the project area, consisting of <br />longitudinal markings, stop bars, parking lines, and other miscellaneous small markings. The locations of <br />all existing pavement markings would need to be recorded prior to the seal coat, so the markings can be re- <br />established. <br />The City of Mounds View participates in an annual program where the required pavement markings in the <br />City are placed by Ramsey County. The City receives very favorable prices from the County for the <br />placement of the markings. Therefore, it is recommended that any pavement markings required as a result <br />of the seal coat performed not be included in the construction contract for this project. This will result in a <br />cost savings to the City. City Staff will need to perform all necessary coordination with the County for the <br />scheduling and placement of the pavement markings. <br />The only exception in regards to pavement markings would again be the parking lot of Lakeside Lions Park. <br />Similarly to crack sealing, replacement of the pavement markings in that parking lot are recommended to <br />be included as part of the construction contract, due to the joint ownership and financial participation by <br />both Mounds View and Spring Lake Park. <br />Cost Estimates <br />Detailed cost estimates have been prepared for the maintenance activity as described above and are <br />included in the Appendix. The costs are based on unit prices anticipated for the 2008 construction season <br />and include allowances for engineering, administration, legal costs, and financing. The total of all <br />allowances is estimated to be 30% of the construction cost. <br />The Appendix shows the estimated project costs based on the total estimated construction quantities that <br />will be used on the project. It also provides a breakdown of cost on a street-by-street basis to assist the <br />City with budget considerations. <br />The total estimated cost for the 2008 Street Maintenance Project is $181,600.00.
