School Coordination: <br />Access from the south to the location of the proposed repair would be difficult <br />due to the narrow easement, existing growth, and close proximity of private <br />property such as fences. More ready access to the location can be had from the <br />west, across the athletic fields on the Pinewood Elementary School site. <br />Access from the school site raises two primary issues – coordination with school <br />activities, and permission for entry onto the school property. <br />Staff has been in contact with the Principal and Maintenance Staff of Pinewood <br />Elementary School, as well as representatives from the School District. Initial <br />reaction of the school is that they are not objectionable to use of the parking lot <br />for staging of equipment and access across the site to the storm sewer pipe. <br />During discussion with regard to schedule, the School indicated that the month of <br />July would be best for the work to occur. The fields at Pinewood School are <br />needed for activities during August. Final coordination regarding scheduling the <br />work would be done with the School once a contractor has been selected. <br />Permits: <br />There are two agencies from which permission to perform the repair must be <br />obtained – Rice Creek Watershed District (RCWD) and the School District. <br />Rice Creek Watershed District <br />City Staff has contacted RCWD, describing the current situation and the <br />proposed repair. RCWD recognizes the desire of the City to address the <br />situation as quickly as possible, and has provided written response in the form of <br />an e-mail stating that the City has permission to proceed. The formal permit <br />process will not need to be used for this project. A copy of the written permission <br />is on file and is available for review if Council so desires. <br />School District <br />The City has a standard agreement form it uses with private property owners to <br />enter onto property for water service repairs or drainage issues. City Staff will <br />review and modify the document as necessary to address the Pinewood storm <br />sewer situation, and will work with School District Staff to execute the agreement <br />prior to the start of construction. <br />Schedule: <br />Since the current estimated construction cost is less than $50,000, Minnesota <br />State Statute 471.345 allows the City to solicit direct quotes for the construction, <br />without the need to advertise the project or go through the formal competitive <br />bidding process. <br />Based on the previous discussion, following is the proposed schedule for the <br />Pinewood Storm Sewer Repair project:
