<br />Item No: 07F <br />Meeting Date: May 27, 2008 <br />Type of Business: Council Business <br />City Administrator Review: _______ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Clerk-Administrator <br /> <br />Item Title/Subject: Consideration of Resolution 7278, a Resolution <br />Authorizing the Hire of Kenneth Roberts to the <br />Position of Community Development Director <br /> <br />Background: <br /> On March 24, 2008, the City Council adopted Resolution 7230, a resolution authorizing staff <br />to advertise for the vacant Community Development Director Position in the Community <br />Development Department. <br /> <br />Discussion: <br /> <br />Staff advertised the opening on the City’s website, the league of MN Cities website, and with <br />the StarTribune. The anticipated starting salary for the position was advertised at <br />$68,972/year to $86,216/year. We received twenty-four applications for the position, and <br />Staff interviewed thirteen of these candidates. The interview panel consisted of Jim Ericson, <br />Heidi Heller and I. After the interviews were concluded, the panel decided that Kenneth <br />Roberts was the most qualified for the position. Mr. Roberts currently works for the City of <br />Maplewood as their full-time City Planner since 1989. Mr. Roberts has a Bachelors of <br />Science Degree in Urban Studies and Geography with the University of Minnesota and also <br />a Masters of Public Affairs at the same university. <br /> <br />Reference checks and a driver’s license check have been completed on Mr. Roberts, and <br />both checks are satisfactory. Staff has submitted a criminal background check application to <br />the Minnesota Department of Criminal Apprehension, and has not received a report back <br />from that agency. Mr. Robert’s condition of employment is receipt of a satisfactory criminal <br />background check from the Minnesota Department of Criminal Apprehension. <br /> <br />Salary and Benefits: <br /> <br />The Community Development Director position is an exempt, non-union position. Staff is <br />recommending Step 2 of the City’s pay plan at $35.23/hour ($73,278.40/year) for Mr. <br />Robert’s, with an increase to Step 3 of the salary range (currently $37.30/hour) after six <br />months of employment, Step 4 (currently $39.37/hour), after one year, and Step 5 (currently <br />$41.45/hour) after two years of employment. Mr. Roberts has been notified that all increases <br />are subject to a satisfactory performance evaluation and City Council consideration. <br /> <br />Staff is further recommending Mr. Robert’s be provided one week (5 days) of banked <br />vacation time at the start of his employment. Mr. Roberts will continue to accrue ten (10) <br />days of vacation time prorated annually consistent with the City's Personnel Manual. He will <br />not be able to use his banked or accrued vacation hours until completion of his six month <br />probationary period, except as may be authorized and at the discretion of the City Clerk- <br />Administrator.
