Item No: 7A <br />Meeting Date: May 27, 2008 <br />Type of Business: PH <br />Administrator Review: ______ <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Public Hearing for Consideration of a Partial Vacation <br />of a Drainage Easement at Greenfield Estates <br />Apartments <br /> <br />Introduction: <br /> <br />Tycon Companies, owners of Greenfield Estates Apartments at 7521-7661 Greenfield <br />Avenue and 2370 County Road I, are planning to replace the existing 4 garage buildings <br />with 3 new garages, along with reconstructing the parking lot. In order to have a more <br />desirable width of the garage, and to have enough room available for exterior parking, the <br />garages would need to be pushed further towards the back (east side) of the property <br />than where they are located now. <br /> <br />There is a ditch that runs along the entire east side of this property – it begins from the <br />wetland area on the north side of Landmark Estates and runs between Greenfield Estates <br />and Landmark through to Bronson Drive, where it then enters underground pipes and <br />ends in the wetland area next to Walgreens. While creating a site plan for the new <br />garages, Tycon’s engineer discovered that along the east property line there is a 10 foot <br />drainage and utility easement on both sides of the property line, along with another <br />overlapping 17.5 foot drainage easement. They would like to vacate this additional 17.5 <br />foot drainage easement in order to place the new garages 10 feet off the property line. <br /> <br />Bonestroo has done a review of the proposal, and the applicant is in the process of <br />contacting Rice Creek Watershed District since this garage and parking lot reconstruction <br />project will require a permit from them. Rice Creek adopted new rules in February 2008 <br />and it will be very difficult, if even possible, for the applicant to meet these new <br />requirements due to site constraints. The applicant will need to work closely with Rice <br />Creek to see what can be done in order to make these improvements to Greenfield <br />Estates, but yet meet Rice Creek’s guidelines. <br /> <br />Recommendation: <br /> <br />At this time, staff is recommending that this public hearing be opened tonight, and <br />continued on Monday, June 9, 2008 in order to give the applicant additional time to <br />contact Rice Creek Watershed District. <br /> <br />Sincerely, <br /> Planning Associate <br /> <br />
