The second reason for not proceeding with the Trail 1 – 5 Project was the revised <br />financing plan for the Street and Utility Improvement Program that was approved <br />in October 2007. The revised financing plan for the Street and Utility Program <br />utilized existing funds from the City TIF account, which was also to be a funding <br />source for the Trail Segments 1 – 5 project. Council directed Staff to perform an <br />analysis of the TIF fund to verify that sufficient funding existed for the anticipated <br />projects identified in the CIP. The analysis was performed in January 2008, and <br />the issue was discussed at the City Council workshop on March 3, 2008. <br />Based on the results of the CIP and TIF analysis, Council directed that Staff <br />proceed to develop the Trail Segments 1 – 5 project with a revised scope. The <br />revised scope was to include: grading necessary only for the trail and to ensure <br />drainage, trail construction, lighting, and basic turf restoration. Landscaping and <br />other amenities were to be eliminated or reduced to a bare minimum. <br />Discussion: <br />Based on the previous action and current direction of the City Council, Staff has <br />revised the project scope for Trail Segments 1 – 5, along with the associated cost <br />estimates. A summary of the review is provided in this Staff Report. <br />Federal Funding <br />The City of Mounds View has secured $525,000 in Federal Transportation <br />Enhancement funding for the Trail 1 – 5 project. The project is programmed in <br />the State Transportation Implementation Plan (STIP) for 2009. <br />A copy of the signature page from the City application for federal funding is <br />included with this Staff Report for reference. Please note that the project <br />description under Item 7 of the application states that the project <br />“will include lighting, landscaping, and interpretive and educational <br />signage.” <br />If any of the project elements identified in the federal funding application were <br />deleted entirely from the project, the federal funding would be jeopardized. In <br />order to satisfy the requirements of the federal funding secured, the project will <br />need to provide the full length and width of paved trail as described in the <br />Preliminary Report. The project will also need to include minimal landscaping <br />and educational signage. <br />A brief description of the current proposed scope for each project element <br />follows. <br />Elements Unchanged from the Feasibility Report <br />The following elements of the project are still proposed to be implemented to the <br />full scope identified in the Nov. 2007 Feasibility Report for Trail Segments 1 – 5: <br />x Trail construction <br />x Drainage improvements <br />x Lighting
