In particular, those related to the <br />National Pollutant Discharge Elimination System (NPDES) and the City’s role as a holder <br />of an MS4 permit under that program. <br />2. Scope of Services <br />The following presents our understanding of the scope of work to update Mounds View’s <br />Local Surface Water Management Plan (LSWMP) as part of the City’s 2030 <br />Comprehensive Plan update and to meet the requirements of the Rice Creek Watershed <br />District. We have identified 7 main tasks necessary to perform this update. These tasks <br />are listed below, followed by a brief description of each, which includes task deliverables <br />and City staff responsibilities. <br />List of Main Tasks <br />Task 1: Data Collection, Meetings, and Project Management <br />Task 2: Miscellaneous Report Content Development <br />Task 3: Assessment <br />Task 4: Integrate Existing Surface Water Models <br />Task 5: Develop Goals and Policies and Implementation Plan <br />Task 6: Report Production <br />Task 7: Review and Approval <br />Task 1: Data Collection, Meetings, and Project Management <br />In terms of data collection, it will be necessary to coordinate efforts with City staff to <br />retrieve data from past City studies and reports, including portions of the draft 2030 <br />Comprehensive Plan. To facilitate data collection efforts with City staff, all anticipated <br />data needs will be summarized in a memo to City staff at the onset of the LSWMP <br />process. In addition, data collection will also involve contacting outside agencies for <br />information relevant to surface water management within Mounds View. <br />In regard to meetings, we are proposing one meeting with staff to review the City <br />Review Draft document and one presentation to the City Council or Planning <br />Commission to provide background on the Agency Review Draft LSWMP and receive <br />authorization to submit the LSWMP to agencies for review. The cost for these meetings <br />includes attendance and preparation of basic visuals, as needed. <br />Project management provides for overall management and coordination of the project, <br />including among other things project oversight, miscellaneous conversations with City <br />Staff, internal communication at Bonestroo, and project administrative tasks not <br />specifically related to other Tasks described below. <br />Deliverables: Memorandum on data needs, monthly invoicing, one staff meeting, and <br />one City Council or Planning Commission presentation. <br />City Staff Responsibilities: City staff will assist in identifying available data and will <br />facilitate the data transfer from outside entities for the project, as necessary.
