<br />Item No: 07D <br />Meeting Date: July 28, 2008 <br />Type of Business: CB <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Clerk-Administrator <br /> <br />Item Title/Subject: Resolution 7302 Approving Step Increase for Officer Peter <br />Berling, Mounds View Police Department <br /> <br />Background: <br /> <br />Officer Peter Berling is a current employees with the City of Mounds View. His supervisor <br />has reviewed his performance as it relates to his responsibilities outlined in his job <br />descriptions. <br /> <br />Discussion: <br /> <br />Officer Berling’s step increase was presented for City Council approval on July 14, 2008. <br />The City Council decided to pull the item off the July 14, 2008 City Council Agenda, and <br />requested further information on the employment status of Officer Berling. Questions were <br />raised on whether Officer Berling is authorized a step increase even though he has been <br />out of work due to a worker’s compensation injury. <br /> <br />It is the opinion of the City Attorney (Bob Alsop) and the League of Minnesota Cities that <br />Officer Berling is authorized to receive a step increase under the provisions of the LELS <br />Labor Agreement and State Law. The League of Minnesota Cities Human Resources <br />Research Department further stated to Staff that if the City Council chooses not to <br />authorize this increase, then there may be a perception that the City is retaliating against <br />the employee. <br /> <br />It has been determined that Officer Peter Berling has satisfactorily performed in the <br />capacity of his position, and therefore, a step increase wage adjustment is consistent with <br />the Personnel Manual and Union Labor Agreements. <br /> <br /> <br />Recommendation: <br />Staff recommends approval of Resolution 7302, approving the Step Increase. <br /> <br /> <br />Respectfully Submitted, <br />Desaree Crane <br /> <br /> <br />
