Item No. 7F <br />Meeting Date: July 28, 2008 <br />Type of Business: Council Business <br />Administrator Review: _____ City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Mike Sommer, Police Chief <br />Item Title/Subject: Resolution 7306 Approving the Purchase of Two <br />Replacement Police Squad Cars <br />Date of Report: July 28, 2008 <br /> <br /> <br /> <br />NATURE OF REPORT: On July 14 2008 two Mounds View Police Cars (one 2008 and <br />one 2005 Ford Crown Victoria squad car) collided while responding to a report of a <br />possible burglary in progress. As a result of this unfortunate collision both squad cars <br />were totaled. To maintain the fleet of squad cars required for police patrol coverage in <br />the city we need to replace these cars as soon as possible. While large police <br />departments purchase extra squad cars for incidents such as these, the car dealers <br />holding state contracts have limited availability of squad cars at this time since the <br />orders for the MN State contract squad cars have been ordered and filled. Staff have <br />done a search of the MN state squad car contract dealers and learned there are no <br />White Ford Crown Victoria squads currently available from a dealer in MN. Staff have <br />located a dealer in Wisconsin (Kayser Automotive group) who have a total of three 2008 <br />White Ford Crown Victoria squad cars in stock. The price of these squad cars which <br />are subject to prior sale, is comparable to the MN State contract price which was at <br />$21,320.05 for 2008. <br /> <br />The squad cars from Kayser Automotive group in Madison Wisconsin are priced at <br />$21,995.00 each plus $160.00 delivery per car. The cost for two squad cars plus <br />delivery is $44,310.00. An estimate for the emergency vehicle set up for the two squad <br />cars using salvaged equipment from the totaled squad cars was received from PCS <br />Safety Systems in Elk River in the amount of $6,500.00. This firm provided the lowest <br />bid for setting up the squad cars planned for purchase by the city of Mounds View in <br />2008, and are currently setting up one of those planned purchased squad cars. The <br />total cost estimate for replacing the two totaled squad cars and setting them up is <br />$50,810.00. <br /> <br />The city maintains high deductible ($25,000) insurance through the League of <br />Minnesota Cities Insurance Trust. Adjusters from the League have provided the City <br />with a total loss report which indicates a total value lost of $28,298.33, for the two squad <br />cars. Under the cities insurance coverage after the deductible is taken into account the <br />city will net an insurance settlement of $3,298.00 for the loss of the two squad cars. <br />The city maintains a contingency fund in place for unforeseen expenses from uninsured <br />liabilities. In addition to the contingency fund the Police Department has available <br />funding in the forfeiture fund that can <br /> <br /> <br />
