Item No. 3 <br />Meeting Date: August 4, 2008 <br />Type of Business: WS <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Streets and Utilities Committee: 2009-2010 Street <br />and Utility Project Design Issue Update – Red Oak <br />Drive parking lane and Hillview Road west of Red <br />Oak Drive <br />Background: <br />On February 11, 2008 the City Council approved Resolution 7223 creating the <br />Streets and Utilities Committee. On March 24, 2008 the City Council approved <br />Resolution 7245 appointing the members to the Streets and Utilities Committee. <br />The Streets and Utilities Committee held their first meeting on April 21, 2008, and <br />has also met on May 19, 2008, June 16, 2008, and June 30, 2008. <br />The Streets and Utilities Committee also held a Public Meeting on June 14, 2008 <br />to review several specific design issues on the 2009 – 2010 Street and Utility <br />Improvement Project and to get feedback from the public. Based on this public <br />meeting, the Committee adopted recommendations on several issues during <br />their meeting of June 16, 2008. <br />On July 7, 2008 the Streets and Utilities Committee presented their <br />recommendations to the City Council during the Council Work Session. These <br />recommendations were subsequently presented to the City Council for formal <br />approval as Resolution 7307 on July 28, 2007. The City Council did approve a <br />revised version of Resolution 7307 at that meeting. <br />Discussion: <br />At their meeting of July 21, 2008, the Streets and Utilities Committee had further <br />discussion on two of the issues identified in their previous recommendations. <br />These issues were the parking on Red Oak Drive, and the segment of Hillview <br />Road west of Red Oak Drive, between Red Oak Drive and Fairchild Avenue. <br />The Committee reached decision on these items and adopted recommendations <br />building upon their previous recommendations of June 16, 2008. <br />These new recommendations are coming forward to the City Council from the <br />Streets and Utilities Committee for review and discussion. A summary of the <br />information on the new recommendations follows.
