<br />Select Senior Living Staff Report <br />August 25, 2008 <br />Page 7 <br /> <br /> <br />Trails: <br />For all new development along County Highway 10, the City requires the property owner/developer <br />to contribute funds for the future trail system. The Council should determine the appropriate <br />contribution amount. This development area has 402 feet of County Highway 10 frontage. Staff <br />recommended the amount of $20 per linear foot of County Highway 10 frontage for the Integra <br />Homes townhome development. The trail contribution would be $8,040 if using this amount. <br /> <br />Development Review Summary: <br /> <br />With the zoning change, the proposed high density residential use on these parcels would be <br />consistent with the City’s Comprehensive Plan, and would bring new development and tax base to the <br />site. The traffic impact to the area should not be overly excessive even with the high number of <br />residential units since many of the residents do not drive. The majority of the new additional traffic <br />will only be onto County Highway 10. The city will need to execute a development agreement with <br />the applicant to ensure all of the specific requirements and conditions of development are satisfied <br />and adhered to. <br /> <br /> <br />PLANNING REQUEST SUMMARY <br /> <br />Public Notice: <br /> <br />Public hearing notices were mailed to all property owners within 350 feet of the property, and the <br />notice was published in the August 13, 2008 Bulletin newspaper. <br /> <br />Deadline for Action: <br /> <br />This application was accepted on July 17, 2008 and in accordance with MN Statute 15.99, a <br />decision shall be made within 60 days of application acceptance. The deadline for action for this <br />request is September 15, 2008 unless the city exercises its option to extend the timeline for <br />another 60 days. <br /> <br />Planning Commission Actions: <br /> <br />On August 6, 2008, the Planning Commission recommended approval (6-0, Meehlhause absent) of <br />resolutions to rezone the three properties, and for the conditional use permit, preliminary plat and <br />development review. On August 20, 2008, the Planning Commission approved (6-0, Meehlhause <br />absent) a resolution for variances to allow reduced parking, increased site density, reduced unit <br />sizes and to allow an increased roof overhang and a reduced building setback.
