<br />Item No: 8B <br />Meeting Date: 09-08-08 <br />Type of Business: Consent <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br /> <br />From: Jeremiah Anderson, Housing/Code Enforcement Inspector <br /> Ken Roberts, Community Development Director <br /> <br />Item Title/Subject: License fees for rental housing <br /> <br />Date of Report: September 3, 2008 <br /> <br /> <br />Introduction: <br /> <br />Ordinance 802 expanded the City’s existing rental dwelling license program by requiring <br />the owners of all single-family homes, townhomes, and condominium units that use their <br />properties as rental dwellings to obtain a city rental dwelling license. The second reading <br />and adoption of Ordinance 802 occurred at the February 25, 2008 council meeting. <br />However, the City has not yet set a license fee for single-family rental units. This report is <br />to set a license fee and a reinstatement fee for these units. <br /> <br />Background: <br />At the January 28, 2008 Council meeting, the City Council directed staff to notify all <br />owners of known rental dwellings that the Council would be taking action on Ordinance <br />802 on February 25, 2008. <br /> <br />On February 1, 2008, city staff prepared and mailed a letter explaining Ordinance 802 to <br />these property owners and sent a press release to the New Brighton Bulletin and Focus <br />newspapers. <br /> <br />At the February 25, 2008 council meeting, when the Council adopted Ordinance 802, <br />there was some discussion about a license fee but to date the City has not yet set a <br />license fee for single-family rental units. <br /> <br />On September 2, 2008, the city council, during their work session, directed staff to <br />prepare a resolution setting the fees for rental dwellings with one unit, for rental dwellings <br />with multiple units, a city reinspection fee for rental housing and a reinstatement fee. <br /> <br />Discussion: <br />The 2008 fee schedule for multiple dwelling licensing fee stands at eight dollars per <br />dwelling unit with a minimum license fee of $50. Under this formula a duplex and four- <br />plex would have a license fee of $50 while one 35-unit building in the Scotland Green <br />Complex, the largest multiple dwelling complex in the City, would be $280.
