Item No. 8H <br />Meeting Date: September 22, 2008 <br />Type of Business: CB <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7335 Authorizing A Request For <br />A MnDOT Cooperative Agreement Project At <br />The Intersection Of County Highway 10 And <br />County Road H <br />Background: <br />As a result of the County Highway 10 corridor study, the City identified the need <br />for a project to improve the intersection at County Highway 10 and County Road <br />H. The project is currently programmed in the City’s Capital Improvement Plan. <br />The City has previously made application for and been awarded Federal funds <br />towards the improvement project. <br />The City has become aware of the opportunity to pursue Cooperative Agreement <br />funding from the Minnesota Department of Transportation (MnDOT) that could <br />also be applied towards the project. <br />Discussion: <br />The City of Mounds View currently has a project programmed in its CIP to <br />perform improvements at the intersection of County Highway 10 and County <br />Road H. The project would include replacement of the traffic signal, <br />reconstruction of the intersection legs, and addition of other elements to improve <br />safety at the intersection. <br />The City has been awarded Federal funds in the amount of approximately <br />$630,000 towards the project. The Federal funds are programmed for 2012. <br />The use of Federal funds requires a 20% local match. The local match can come <br />from any funding source other than a Federal source. <br />The Minnesota Department of Transportation (MnDOT) has a Cooperative <br />Agreement program that is available to fund qualifying projects. Staff reviewed <br />the proposed project for the intersection of County Highway 10 and County Road <br />H, and feels that it is a worthwhile candidate to apply for the program. If the <br />project were selected, the Cooperative Agreement funds could be counted <br />towards the 20% requirement for the local match of the Federal funds for the <br />County Highway 10 – County Road H intersection project.
