The City Council agreed with <br />staff’s proposal and authorized staff to work with the Planning Commission to prepare <br />changes to the code for senior housing. <br /> <br />Discussion: <br /> <br />At the September 8, 2008 Council meeting, there was a question about reducing the property <br />size required for a planned unit development (PUD) from three acres to two acres. Whether <br />the minimum project area is two or three acres, a developer could still propose a senior <br />housing development on a less than a two acre parcel, they simply would not be eligible to <br />take advantage of the specific senior housing standards that are proposed for Chapter <br />1120.03. <br /> <br />The Council also discussed the parking requirements that are being proposed. The language <br />in this ordinance recommends the specific number of stalls, but also states that the City <br />Council may determine if there is a need for more or less parking for a proposal. <br /> <br />Staff has since the last Council meeting, made some additional revisions to the ordinance. <br />The three story height restriction was removed based on that the purpose of a PUD to allow <br />flexibility to the code. The developer could apply for a project that is more than three stories <br />tall, but if the City Council does not agree that the proposal height is appropriate for the <br />particular site, the Council would not have to approve the project. <br /> <br />The other change is to number 5 which refers to the specific tenants allowed to live in the <br />building. Staff determined that listing the people allowed is not necessary as the building <br />owner will likely have their own rules as to who is allowed and is who will be managing this. <br />The language saying that at least one of the tenants must be 55 years of age or older was <br />kept in as that ensures the building will be mostly “seniors”, based on our age requirement.
