Item No. 7G <br />Meeting Date: September 22, 2008 <br />Type of Business: CB <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7338 Approving The Policy To <br />Address Non-Conforming Driveways Within The <br />Street and Utility Improvement Program <br />Background: <br />On October 22, 2007, the City Council approved the recommendations of the <br />Streets and Utilities Task Force for the Street and Utility Improvement Program. <br />The approved recommendations included that all driveways within each project <br />area receive a concrete apron adjacent to the concrete curb. <br />The City Code has existing requirements regarding driveways for residential <br />properties. The requirements pertain to the number of driveways allowed, as <br />well as the width allowed for each driveway. <br />On August 18, 2008 the Streets and Utilities Committee reviewed the issue of <br />non-conforming driveways and adopted recommendations for forwarding to the <br />City Council. <br />On September 2, 2008, as an agenda item of their Work Session the City Council <br />reviewed and discussed the August 18, 2008 recommendations of the Streets <br />and Utilities Committee regarding non-conforming driveways. Members of the <br />Streets and Utilities Committee were present to participate in the discussion with <br />the City Council. A copy of the Staff Report from the September 2, 2008 Work <br />Session is included with this Staff Report for reference. <br />Discussion: <br />Based on the actions of the Streets and Utilities Committee and the discussion of <br />the September 2, 2008 City Council Work Session, the recommendations <br />regarding a policy to address non-conforming driveways within the Street and <br />Utility Improvement Program are being presented to the City Council for <br />consideration of formal adoption via resolution. <br />A review of the relevant issues follows. Given the information provided in the <br />attached Staff Report from September 2, 2008, only a brief review of each issue <br />is stated below.
