Memorandum <br />To: Streets and Utilities Committee Members <br />From: Design Team <br />Date:September 9, 2008 <br />Re: Update on Spring Creek Regional Pond <br /> Consider Preliminary Survey For Area C <br /> File No.: 435-08132-0 <br />BACKGROUND <br />At the August 18, 2008 Streets and Utilities Committee meeting, Staff presented information on the <br />schedules for the Street Projects in Areas B and C, along with the potential Spring Creek Regional Pond. <br />Due to the relationship of these projects, we recommended that the City consider proceeding with the <br />preliminary survey for Area C, to allow for flexibility in the program scheduling if necessary. <br />During discussion on the subject, the Committee requested an update on the Spring Creek Regional Pond <br />issue. The consideration of the preliminary survey for Area C was suspended until Staff could report back. <br />This memo is intended to update the Committee on the current status of this issue, to identify the <br />anticipated course of events in the near future, and to present the recommendation regarding the <br />preliminary survey for Area C. <br />DISCUSSION <br />City Staff met with Staff from the Rice Creek Watershed District (RCWD) on September 2, 2008. The <br />purpose of the meeting was to have an initial discussion whether, given the new rules adopted by RCWD <br />since 2005 and the Stormwater Infiltration Program (SIP) adopted by the City, the SIP could be expanded <br />over the course of the Street and Utility Improvement Program to take the place of some or all of the <br />requirements of the Spring Creek Regional Pond. <br />RCWD Staff was open to the discussion, and was accepting of the concept that the SIP could be expanded <br />in lieu of the Spring Creek Regional Pond. The result of the meeting is that the Design Team will prepare a <br />qualitative proposal to RCWD by the end of September. The proposal will identify the issue, state the <br />concept of expanding the SIP, and layout the process for performing the necessary analysis and related <br />activities. RCWD Staff will present the qualitative proposal to the RCWD Board for consideration at their <br />meeting on October 8, 2008.
