Consider Resolution 7321, a Conditional Use Permit, Development 10 <br /> Review, and Preliminary Plat for a Senior Housing Development on 11 <br /> Properties located at 2865 County Highway 10 and 7980 & 8020 12 <br /> Groveland Road 13 <br /> 14 <br />Because consideration of the First Reading of Ordinance 813 was postponed, the council did not 15 <br />take action on this item. 16 <br /> 17 <br />B. Second Reading and Adoption of Ordinance 811, an Ordinance 18 <br />Implementing a Franchise Fee on CenterPoint Energy Natural Gas 19 <br />Operations within the City of Mounds View. 20 <br /> 21 <br />Finance Director Beer explained Ordinance 811 establishing the Franchise Fee on CenterPoint 22 <br />Energy natural gas operations. Staff is suggesting extending the sunset to December 30, 2012. 23 <br /> 24 <br />Mayor Marty opened the public hearing at 9:10 p.m. 25 <br /> 26 <br />Charlie Hall of the Mermaid handed out information to Council. Council reviewed the 27 <br />information. 28 <br /> 29 <br />Charlie Hall said that their business is down due to the smoking ban and the $12,000 in 30 <br />franchise fees affects them. 31 <br /> 32 <br />Mr. Hall said that the fee that is so easy for Council to extend, drastically affects his business. 33 <br />He then asked Council to consider eliminating the fee. 34 <br /> 35 <br />Tim Roche, President of the Twin Cities North Chamber of Commerce addressed the Council 36 <br />regarding the franchise fee. 37 <br /> 38 <br />Bruce Sherve of CARS Bike Shop addressed Council and said that he has a lot in common with 39 <br />Mr. Hall. 40 <br /> 41 <br />Pat Whelan said that the difference in New Brighton versus Mounds View for business owners 42 <br />is unfair because of the franchise fee. He then said that it would be more fair to find a way to 43 <br />equitably tax all residents not just business owners. 44 <br /> 45
