Second Reading and Adoption of Ordinance 812, an Ordinance 1 <br />Implementing a Franchise Fee on Xcel Energy Electric and Natural Gas 2 <br />Operations within the City of Mounds View. 3 <br /> 4 <br />Mayor Marty opened the public hearing at 10:40 p.m. 5 <br /> 6 <br />Mr. Hall apologized for raising his voice to Council Member Hull earlier in the evening. 7 <br /> 8 <br />Hearing no further comments, Mayor Marty closed the public hearing at 10:42PM. 9 <br /> 10 <br />MOTION/SECOND: Mueller/Flaherty. To Waive the Reading and Adopt Ordinance 812, an 11 <br />Ordinance Implementing a Franchise Fee on Xcel Energy Electric and Natural Gas Operations 12 <br />within the City of Mounds View. 13 <br /> 14 <br />MOTION/SECOND: Flaherty/Marty. To Amend the Franchise Fee to 3.75%. 15 <br /> 16 <br />Council Member Mueller said that she feels this is about one year premature due to the situation 17 <br />of the budget and the commitments of the upcoming street and utility projects. 18 <br /> 19 <br />Mayor Marty said that this is not being done just for the businesses, this is for everyone in the 20 <br />City because everyone pays this fee. 21 <br /> 22 <br /> Ayes – 3 Nays – 2(Stigney/Mueller) Amendment carried. 23 <br /> 24 <br />ROLL CALL: Flaherty/Hull/Stigney/Mueller/Marty 25 <br /> 26 <br /> Ayes – 3 Nays – 2(Stigney/Mueller) Motion as amended carried. 27 <br /> 28 <br />D.
