TEP QUALIFYING CRITERIA <br /> PEDESTRIAN BRIDGE OVER HIGHWAY 10 <br /> 1. This project qualifies as a facility for pedestrians and <br /> bicycles. <br /> 2. The City of Mounds View is assured to match 20% of the <br /> project costs in hard dollars. The monies are available at <br /> the time of this application in a special fund for <br /> development along Highway 10. Resolution No. agrees to <br /> the City's match of this project should it be awarded. <br /> 3 . Resolution. No. also provides the City' s assurances that <br /> the bridge would be maintained for the useful life of the <br /> facility, without change of the right-of-way use without <br /> prior approval from the MN DOT and Federal Highway <br /> Administration. <br /> 4 . The City of Mounds View is submitting this grant proposal. <br /> 5. The project estimate of this project is $500, 000. <br /> 6. This project has a distinct relationship to pedestrian and <br /> bicycle traffic along city sidewalks - - providing a <br /> connection from north and south trail linkages and offering <br /> a safe passage in an area which is currently hazardous <br /> because of high traffic volume and fast speeds. The <br /> connection provides a crucial portion of the city, the <br /> retail, service and facility part of the "downtown" of <br /> Mounds View. <br /> 7 . This project qualifies under "enhancements" because it links <br /> already existing trailways, links services and facilities, <br /> links parks, schools, library, churches and provides an <br /> aesthetic and focal point of the center city area of the <br /> "downtown" . <br />
