Access from one part of the community to another is provided by the trans- <br /> portation system. The need for transportation services and facilities is generated <br /> by separating uses and activities. Likewise, the scale of transportation service <br /> is a factor of placement and type of uses and activities. Transportation is there- <br /> fore a major service element which cannot be treated as an isolated factor un- <br /> related to land use and its planning. <br /> It is important to emphasize that transportation is a system composed of differing <br /> modes which respond to the needs of a community. Full attention is required to <br /> all modes within the system to ensure a balanced operation as well as a system <br /> which properly responds to the requirements of all individuals. <br /> Transportation asa system must also be approached from the standpoint of its-sub-- <br /> components. The vehicle or mode of travel is but one element of a transportation <br /> system. The pathway as well as storage are important factors w is require con- <br /> sideration for proper functioning of the system. <br /> The most critical features of Mounds View's transportation system are the present <br /> and future principal arterials and their effects on the community.
