Provide the highest level of safety possible to ensure the health <br /> and welfare of the pedestrian, bicyclist, and motorist. <br /> a. Encourage compliance of traffic laws through applicable departments. <br /> b. Develop and promote guidelines governing the appropriate use of the-trail-- - - <br /> system. <br /> c. Establish a signage standard for trail use that minimizes potential conflicts <br /> among users. <br /> d. Conform to existing Minnesota Department of Transportation engineering <br /> standards. <br /> e. Minimize bicycles/pedestrian/motorist encounters by providing off-street <br /> trailways whenever economically possible. <br /> f. Promote safe bicycling through publications, programs and events while <br /> assisting with the promotion of bicycle safety education through the City <br /> Newsletter publications within the City. <br /> II. Provide and maintain a system to achieve a high recreation <br /> potential. <br /> a. Provide a link between Ramsey County and Anoka County, and <br /> neighboring cities' trailway systems. <br /> b. Develop a system that can be used as a recreational link between the <br /> existing city parks, and to promote a means of making the park property as <br /> well as recreation activities accessible to all residents in the city. <br /> c. Provide a recreation opportunity for the family and individual which use of <br /> trailways can provide. <br /> d. Develop a system that would be suitable to short distance recreational use <br /> as well as long distance trail use. <br /> e. Utilize man-made or natural linear resources in order to take advantage of <br /> the scenic qualities in the City. <br />
