Every group that I call for support letters is excited about the <br /> possibility -- Wildwood Manor Home, merchants at Silver View Plaza <br /> and Silver View Plaza, Scotland Green Apartments, TAG, Ramsey <br /> County Library and the schools. The bridge would be a great <br /> "downtown" focal point of the community, located in the center of <br /> the City, linking facilities and services for the north and south, also <br /> linking parks, trails, schools, churches, retail areas and food and <br /> restaurants. The bridge would offer expanded mobility of the <br /> community, especially the youth and senior citizens. Also, the <br /> bridge would offer safety and continuous passage across Highway <br /> 10. <br /> I will beresentin the Council with two resolutions, one for each <br /> p 9 <br /> grant application stating that the Council is in support of this project <br /> and that the City will commit the 20% match in hard dollars and <br /> commit to maintenance of the facility. <br /> I have stated in theg rants that the bridge would be maintained by <br /> the Parks Maintenance crew and that we would provide a <br /> landscaped area around the entrance and exists that would be <br /> beautiful and park-like with benches, landscaping and perhaps in <br /> time a drinking fountain. It would certainly provide a nice amenity <br /> as a beginning to the redevelopment of Highway 10 into a more <br /> community "friendly" roadway. <br /> Two grants are being prepared because it may give us a better <br /> chance for award. If one doesn't make it perhaps the other will. <br /> This project qualifies under surface transportation and <br /> enhancements. <br /> If anyone has concerns, questions or suggestions regarding this <br /> project, please let me know immediately as I must have both these <br /> extensive grants ready for submittal by Thursday, March 31 . It is on <br /> a fast track. <br /> P.S. Steve Campbell indicated in a telephone call to me on <br /> Tuesday afternoon that the cost of a tunnel under Highway <br /> 10 vs. a bridge over Highway 10 costs approximately twice as <br /> much money due to the need for lighting, security, drainage <br /> system under the tunnel, diversion of Highway 10 during <br />
