Ms. Mary Saarion February 28, 1994
City of Mounds View Page 4
weekdays) and $3.50 for children 10 and under on weekends ($3.00 on weekdays).
The north area outdoor courses have lower fees with the highest being $3.50 for
adults (Maple Hills, Spring Lake Amusement Park) and $2.65 for children under 12
(Gasoline Alley, $2.50 at Lilli-Putt). All outdoor courses open in early April and
close for the season in October with weather determining the specific opening and
closing dates.
One miniature golf course was removed from the market in the past two years. Fair-
way Golf in St. Paul (located just south of the Minnesota State Fairgrounds on Como
Avenue) was removed and is now used for parking.
Planned Miniature Golf Courses
During the course of our research we discovered several potential miniatureg olf
courses planned in communities adjacent to Mounds View. The following paragraphs
briefly describe each one.
The City of Blaine is considering development of a multi-purpose golf center that
would include two miniature golf courses. Geared to beginners or "high-handicap"
golfers, the complex would include two nine-hole executive courses, a driving range
and other attractions such as batting cages and video games. The Blaine City Council
is very supportive of the plan, but it would not open until 1996, according to the city
manager. It will be located on leased airport property at 105th Avenue Northeast
and Radisson Road. Due to the proximity to the site of the proposed Mounds View
course, these facilities would be directly competitive with one another. A highly com-
petitive market could reduce business at both facilities with a number of factors (ac-
cess, other attractions, cost) affecting the relative success of each.
The City of New Brighton has tentative plans in the Park and Recreation Depart-
ment's five-year plan to build a facility just south of Highway 96 between Old High-
way 8 and 35W. There is no specific timetable for this project and there are no
provisions for funding in the capital budget, according to the New Brighton Park and
Recreation Director. He also noted that their plans are somewhat dependent on
whether the proposed Mounds View miniature golf course moves ahead. As with the
Blaine course, a facility at the Old Highway 8 location in New Brighton would be
directly competitive with the proposed Mounds View miniature golf course.
The Ramsey County Department of Parks and Recreation is considering a proposal by
a private developer to build a driving range on park land near Island Lake in Shore-
view. The proposal is tentative at this time and a miniature golf course is not part of
the initial plan, but could be added later.
Ecko Baken Snow Tubing and Waterslides will be opening a miniature golf course in
June 1994. Ecko Baken is located in New Scandia Township near Marine on St.
