REQUEST FOR COUNCIL CONSIDERATION STAFF REPORT AGENDA SESSION DATE April 4, 1994 Agenda Section: 94-1104WS Report Number: Report Date: 3-31-93 1. DISPOSITION Item Description: Request by Ed Donatelle for Reduction in Liquor License Fee Administrator's Review/Recommendation: - No comments to supplement this report - Comments attached. Explanation/Summary (attach supplement sheets as necessary.) 1.).MMARY; Ed Donatelle has requested an opportunity to appear before the Council at the April 4th Work Session with a request for a reconsideration of his liquor license fee. He would like the City to re-evaluate his fee structure with the end result being a decrease in his fee. Attached is Exhibit A which indicates the criteria currentlyused to establish liquor license fees and the amounts paid by the three establishments which have liquor licenses: Mermaid, Roberts Off Ten and Donatelle's. All three have cabarets. One of the issues which has been an on -going problem for Donatelle's is the lack of safe parking for patrons of the establishment. The restaurant is currently using MnDot right-of-way for parking which poses an on -going safety problem both for patrons and vehicles traveling on H-2. In addition to considering the liquor license structure, the Council may want to discuss what can be done to alleviate the parking problem on the site. There is vacant land surrounding the restaurant which has not been available for sale. However, the City may consider such option as a public taking to undertake creation of a safer intersection at Highway 10 and H2, making possible a sidewalk on the east side of H2 and providing sufficient parking for an established Mounds View business.
