REQUEST FOR COUNCIL CONSIDERATION <br />STAFF REPORT <br />AGENDA SESSION DATE April 4, 1994 <br />Agenda Section: <br />94-1104WS <br />Report Number: <br />Report Date: 3-31-93 <br />1. <br />DISPOSITION <br />Item Description: <br />Request by Ed Donatelle for Reduction in Liquor License Fee <br />Administrator's Review/Recommendation: <br />- No comments to supplement this report <br />- Comments attached. <br />Explanation/Summary (attach supplement sheets as necessary.) <br />1.).MMARY; <br />Ed Donatelle has requested an opportunity to appear before the Council at <br />the April 4th Work Session with a request for a reconsideration of his <br />liquor license fee. He would like the City to re-evaluate his fee structure <br />with the end result being a decrease in his fee. <br />Attached is Exhibit A which indicates the criteria currentlyused to <br />establish liquor license fees and the amounts paid by the three <br />establishments which have liquor licenses: Mermaid, Roberts Off Ten and <br />Donatelle's. All three have cabarets. <br />One of the issues which has been an on -going problem for Donatelle's is the <br />lack of safe parking for patrons of the establishment. The restaurant is <br />currently using MnDot right-of-way for parking which poses an on -going <br />safety problem both for patrons and vehicles traveling on H-2. <br />In addition to considering the liquor license structure, the Council may <br />want to discuss what can be done to alleviate the parking problem on the <br />site. There is vacant land surrounding the restaurant which has not been <br />available for sale. However, the City may consider such option as a public <br />taking to undertake creation of a safer intersection at Highway 10 and H2, <br />making possible a sidewalk on the east side of H2 and providing sufficient <br />parking for an established Mounds View business. <br />This issue was not discussed with Ed Donetelle, but is one that the Council <br />may want to discuss in conjunction with the City's overall economic <br />development progr. <br />et-z-vuo <br />Samantha Ord 0, City Admiriistrator <br />RECOMMENDATION <br />
