ITEM 2 <br /> MAXFIELD <br /> RESEARCH <br /> GROUP <br /> February 28, 1994 A <br /> MEMORANDUM <br /> TO: Mary Saarion <br /> City of Mounds View <br /> FROM: Tom Melchior <br /> Maxfield Research Group, Inc. <br /> RE: Market Overview of Miniature Golf Courses - Northern Portion of the <br /> Metropolitan Area <br /> Per your request, I have completed a review of the current supply of miniature golf <br /> courses in the northern portion of the Twin Cities Metropolitan Area and assessed <br /> the site of the proposed Mounds View miniature golf course, adjacent to City Hall. <br /> This memorandum summarizes the research findings. Since this work was completed <br /> during the winter (when outdoor courses are closed), we have incomplete data on <br /> most of the courses. <br /> Site Analysis <br /> The site of the proposed miniature golf course is a parcel of land directly south of <br /> Mounds View City Hall, at the northwest corner of US Highway 10 and Edgewood <br /> Drive. Access to the site will be provided from Edgewood Drive with most users <br /> accessing Edgewood Drive from Highway 10. Highway 10 intersects with several <br /> major streets and freeways in close proximity to the site, including Interstate 35W <br /> (one mile southeast), State Highway 96 (two miles to the southeast) and State High- <br /> way 65 or Central Avenue (two miles to the northwest). Users from adjacent neigh- <br /> borhoods in the northeast portion of Mounds View could access the site from Edge- <br /> wood Drive, a neighborhood collector street, without having to travel via Highway 10. <br /> The site is an excellent one for this type of development, with very high visibility and <br /> good access. Average daily traffic counts on Highway 10 between Silver Lake Road <br /> and County Road H were 41,000 vehicles per day in 1992, according to the Minne- <br /> sota Department of Transportation.
