she and her husband would be putting the pool up themselves.
It was explained to the resident that permit fees are established based upon consultation with
other cities, ICBO standards and prevailing wage rates. The fact that the pool was purchased
at a discount price and the labor is to be provided by the residents themselves does not make
the value of the project any less. The City considers the homeowners labor as "value" and,
therefore, it is included in the fee calculation. The price of the pool (for purposes of fee
calculation) is based on the square footage of the structure. For example, a 15'x 20' pool
would be valued at $15 per square foot or $4500. The City needs to calculate fees this way
so that residents, contractors or whoever cannot come in for permits and purposely
misrepresent actual costs of projects.
Following this rather lengthy discussion the-resident seemed to accept the permit calculation -- -- - - --
procedure. However, she did ask when the next City Council meeting was and if she could
speak to the Council. Staff informed her that there is a portion of each City Council Agenda
that is devoted to residents concerns and comments and that she was welcome to attend the
April 25 meeting.
NATIONAL PLANNING CONFERENCE - SAN FRANCISCO
I attended the annual conference of the American Planning Association in San Francisco this
past week and can report that the Conference was extremely informative, the City of San
Francisco breathtakingly beautiful and, the residents of the area incredibly bizarre.
Paul H.
