7.7
~ REQUEST FOR COUNCIL CONSIDERATION Agenda Secaon: 9.E
".-;7 Report:lumber. 94-1132C
STAFF
REPORT Report Date: 4-21-94
nrif
7,1 Coundl:fiction:
O Special Order of-Business
CITY COUNCIL MEETING DATE April 25, 1994 D Public Hearings
O Consent Agenda
GE Council Business
Item Description: Consideration of Resolution No. 4554 Approving a Wetlands Alteration Permit
for the Metropolitan Waste Control Commission (MWCC) for the Construction of the Blaine
Interceptor
Administrator's ReviewiRecommendarion:
- No comments to supplement this report
- Comments attached.
a:planation/Summary-(attach supplement ee • necessary.)
STMEW ARY:
In March of this year, the City Council approved temporary and permanent construction and utility
easements necessary for the construction of the Metropolitan Waste Control Commission (MWCC)
Blaine Interceptor Project. Construction on the project is scheduled to begin in May, however, one final
Council action is necessary.
After reviewing the location of the proposed Interceptor against City adopted wetland maps, it was
determined that the project would impact portions of those delineated wetlands. City Staff (by
Ordinance) has the authority to issue wetland alteration permits in the wetland buffer zone but not in
the delineated wetland itself. Therefore, the MWCC is requesting that the City Council approve a
wetland alteration permit for the construction of the Blaine Interceptor Project. Staff has checked with
. the City's consulting engineer and, because elevations will be returned to pre-construction levels and
replanting of disturbed areas will be done, he sees no problem with the request.
I have included a two-section map depicting the sewer line location and its relationship to City wetlands
for your review.
Paul Harrington, Communfty Development Coordinator
RECOMMENDATION:.
Staff is recommending that the Council adopt Resolution No. 4554 approving the requested Wetland
Alteration Permit for the construction of the MWCC Blaine Interceptor Project.
