IP _Explanation/Summar/ (attach supplement sheets as necessary.) i7TIYSMAIM As part of the 1994 budget process, the City Council approved funding for the hiring of an additional Public Works Maintenance position to work in the sewer, water and surface water utility divisions. There are currently 7 Public Works Maintenance employees (2 in street division, 2 • in sewer division, 2 in water division and 1 mechanic) and it was determined that additional staff is required to fulfill operational obligations. The job announcement, which was placed in various newspapers and publications in March, required the successful candidate to be a high school graduate or have a GED, have 3 years of related experience and have a current Commercial Drivers License with Airbrake: and Tanker Endorsements. Over 100 applicants responded to the advertisement expressing interest in the position, approximately one third of whom met minimum qualifications. On Monday, April 18, eight of the top qualified candidates were interviewed by Mike Ulrich, Public Works Supervisor, and me. It is proposed that Tim Fredberg be hired to fill this Public Works position. Mr. Fredberg has worked for the Cities of Oakdale and Columbia Heights for the past six years as a Public Works Maintenance Worker. He has demonstrated that he has met all of the requirements of the position and has an excellent work history which indicates he can perform the duties and responsibilities of the position. It is proposed that Mr. Fredberg start at 90% of Level C which is $13 . 00/hr. Upon a satisfactory performance review after 6 months, he would then advance to 95% of Level C, $13 . 65/hr. After 1 year with the City and upon satisfactory performance review, he would advance to Level C, $14 . 44/hr. It is recommended this hire be contingent upon successful completion of a physical examination and drug test. RECOMMENDATION: Motion to waive the reading and adopt resolution No. 4551 approving the hire of Tim Fredberg, Public Works Maintenance Worker, to be funded 1/3 each out of the Sewer, Water and Surface Water Utility Divisions, account numbers 730-4121-010, 700-4121-010 and 420-4121-010, respectively.
