The following points were resolved or negotiated. <br /> 1) Ramsey County will contribute $ 52 , 000 cash to the <br /> project. <br /> 2) Ramsey County will design plans and specifications and <br /> provide inspection and testing for the project. (estimated <br /> $40, 000) <br /> 3) The City of Fridley will advertise, award, and administrate the <br /> project. <br /> 4) The City of Mounds View will pay Fridley the total amount due <br /> within 30 (thirty) days after the completion of the project. <br /> 5) The Cities of Mounds View and Fridley will split the remaining <br /> construction cost, minus $ 52 , 000. <br /> This project including Ramsey County's participation ($90, 000) is estimated <br /> at $ 250, 000. The remaining $ 160, 000 will be split in half between the two <br /> cities, of which, for the most part, will totally qualify for state aid. <br /> Staff is working to schedule the proper notices and hearings for the <br /> assessment of the curb & gutter. Mounds View's portion of the storm water <br /> utility construction will total approximately $ 10, 000. Council directed <br /> staff to propose a possible storm water assessment. Staff suggests that the <br /> Surface Water Management Fund finance half of this amount, and assess the <br /> remaining $ 5, 000, approximately $ 300 to all property owners benefitting <br /> from the improvement. A public informational meeting will be scheduled <br /> prior to any formal public hearings. Reconstruction is expected to begin <br /> in midsummer.
