600.16 <br /> b. stacked or secured in a stable manner to avoid collapse. <br /> 7. Any structure, or portion thereof, in a residential district whose exterior is not <br /> completed in accordance with City-approved construction plans within 180 days after the date <br /> the City building permit was issued. <br /> 8. Any construction materials, including piles of dirt, sand, and sod, left in the open on <br /> property more than sixty (60) days after construction has been completed or a certificate of <br /> occupancy has been issued, whichever occurred first. <br /> 9. Located within four feet of the intersection of a side property line with the <br /> street, or located in front of, and on the same side of the street as, the building it <br /> serves; and <br /> d. Located as a group in one place within four feet of a side property line and as <br /> close to the beginning of a cul-de-sac bulb as possible if the mailboxes and delivery <br /> receptacles serve buildings fronting and on the circular portion of a cul-de-sac end <br /> point, also known as bulb. Buildings, fences, and other structures which have been so <br /> poorly maintained that their physical condition and appearance detract from the surrounding <br /> neighborhood are declared to be public nuisances because they (a) are unsightly, (b) decrease <br /> adjoining landowners' and occupants' enjoyment of their property and neighborhood, and (c) <br /> adversely affect property values and neighborhood patterns. <br /> 2.
